The necklace part idk, but why he appeared was because Wanda was missing her brother, which Ralph took place of. As in the show, we already know that almost everything that happens isn't 100% in Wanda's full control, so when she thought of her brother, her powers went "well guess what, here he is now."

NOT SPAM, PLEASE READ. I like to see the people in Westview that are out of Wanda's vision and are barely moving as unloaded chunks in Minecraft. For Minecraft players, it can be easy to understand, there are regions of the player that are "loaded" where the entities are moving normally, act normal and go by their respected AI. But if you leave that chunk with the entities they become unloaded, and nothing moves. When the player moves back and loads the chunk the AI will return as if no time has passed between the time the chunk was unloaded. So by that, WandaVision is similar to that. Wanda is the player, you in Minecraft. They go around Westview and all the citizens go on with their casual, mind-controlled lives. They are the mobs, animals and AI. When Wanda moves around town, she loads and unloads chunks of Westview and the people around her are moving normally. But Vision is the one that goes past those loaded chunks, into the semi-loaded chunks where that one woman in episode 6 was doing one repeating motion. The people in the outskirts of Westview are not moving or respondent, they are unloaded and their AI is shut down. I see this representation is very strong with me because this could be very similar to her powers. She is not having kids active outside of Halloween to SAVE energy, not use her powers to her maximum. Just like in Minecraft, you can change your render distance to preserve energy, have more control over your overall performance. Wanda isn't having the outskirts of Westview loaded so she has more control over the area SHE is in and what she views. Its not a theory, but a representation that makes the situation easier to understand. :)
