It depends on the frequency of the AC signal and how the capacitor is set up. At high frequencies, a capacitor in series will act like a short but at low frequencies or at DC it will appear open. If the capacitor is in parallel, these things are reversed and high frequency signals will make the capacitor open and low frequency will short. This happens because capacitors can only charge/discharge at a certain speed. If the signal is changing very quickly a series capacitor will never reach equilibrium and continues to let current flow. Technically, it won't be a short because the capacitor actually acts a little bit like a resistor in this case, only instead of having resistance it has what we call "impedance". This is because the capacitor charges/discharges slower the closer it gets to full/empty. If you had to do the math on something like this, that's actually where imaginary numbers start coming into play.

Charge in capacitor is stored in the dielectric because you can charge a capacitor and then replace all the metals connected to dielectric and still discharge the capacitor by shorting it. Check video "Ben Franklin Was Right - Capacitor Energy Storage".

That is not true. Charge accumulates on the conductors in a capacitor, while energy is stored in the electric field between those conductors. That field comes from the difference in charge on the two conductors. If you remove one conductor, the field will dissipate and become weak very quickly. Replacing the same conductor without changing the charge it carried would, ideally, keep the capacitor charged the same as before it was disassembled. However, replacing the conductors using the same dielectric would do nothing. The two removed conductors would simply retain their charges until given a path to opposite charges.

No, the capacitor is rated to 16V which means it operates at any voltage below that, not that it will always be 16V. Capacitors charge up a voltage, so that means you can charge that capacitor to about 16V before it breaks or misbehaves.

Mehdi, I hope my long question makes sense. In an AC capacitor circuit when the generator is at MAX on the positive (Upper) side and the current is at zero (90 degrees leading), does the current begin to increase now on the negative side of zero because the AC source is now decreasing in voltage (EMF) while the Capacitor (which was previously balanced to the AC source) is now slightly higher and pushing back on the source in the opposite direction as the source voltage continues to drop? …even though the source voltage is still in the upper positive side. In other words if two batteries of equal size are connected with negative too negative and pos to pos they fight each other and there is no current flow. If however, one battery lowers its voltage the larger battery wins the direction of current flow. If that is true then I also think it's poorly taught that when the instant an AC source is turned on the Voltage (force) is zero and the Current is max. That cannot be. Current does not flow without a force of some sort behind it. Now the voltage can be very tiny to produce large amounts of current as long as the resistance is very low, but the Force is with us ; >) . Is that also true?
